In my view that's simply not City's style.
City is a very efficiently run mega success story where the investment in infrasctructure and staff has saved the club from almost certain administration. to be clear, City's owners have invested not made loans; the investment has been capitalised. This is part of a major long term project with carefully structured expansion in several other geographic locations.
Agaain, only my opinion, but where the concerted and focused attack on their club is concerned the owners are likely to have already engaged the most competent legal professionals and the will respond to legitimate requests for information whilst being cognisant of data protection law. They will protect themselves from "fishing expeditions" for commercially sensitive material and should any accusations of rule infringements be made will quietly and efficiently defend themselves, through the relevant channels, with regard for the wider application of law as well as sports management rules and regulations.
There are routes of appeal if the club is not satisfied with the outcome in terms of guilt and/or sanctions and, whilst preparartion for legal redress throughout will almost certainly be a prudent course of action, only in extreme circumstances where the club not only felt that the outcome was unjust, also considered it to be of doubtful integrity in law.
